How Do I Get A Business License For My Overseas Domain Website?

Hi,
I have a domain website with DreamHost and I’m going to use it as a paysite for adult content (self made movies). Now to join with CCBill I require a Business License. I’m in Japan and DreamHost is in California. Do I get a license for CA or my own city here?
